1.Teaching should be carried out in suitable premises which have the necessary permissions for relevant educational purposes. The organiser should appoint appropriately qualified or experienced teaching and administrative staff. The following qualifications are considered as being relevant to the teaching staff, all members of which should have at least one of these requirements:
- A university, council for National Academic Awards, or other appropriate degree;
- A certificate or diploma in Education from a recognised higher education establishment;
- A teaching certificate or diploma from a recognised examining body;
At least one year’s relevant practical experience of teaching, in addition to which they should be following a course leading to a recognised qualification as above.
Or qualify for ‘deemed to be qualified’ status as detailed by British Council in appendix 1.
2. The organiser will make every effort to ensure that the students gain benefit from the course and that they integrate as far as possible into local life and culture, having special regard to those under the age of 16. Other agencies will be invited to participate in ‘welcome’ events for visiting students and to work together to provide a range of multi-cultural activities and events throughout the Easter and Summer period.
3. The organiser will ensure that at the beginning of every course new students are advised on the following:
- Getting about Poole and Bournemouth (maps, buses, trains etc);
- Road safety - students should know the basic English traffic laws, to safeguard them their endangering their own or other people’s lives, with emphasis being given to cycle safety.
- British manners and customs - queuing, licensing laws (with particular reference to clubs and conduct in pubs and restaurants) and laws of obstruction (congregating in unwieldy groups or in congested areas);
- Shopping - including shoplifting and penalties for offenders;
- Using banks and post offices;
- Obtaining medical treatment;
- Contacting the emergency services;
- The “Operation Columbus” initiative promoted by Dorset Police.
The Organiser will arrange a comprehensive social programme to meet the social and cultural requirements of students under 18 years. This will include regular, properly supervised activities, both during the week and at wee-ends - special regard to be given to those under 16. It is recommended that activity leaders carry mobile telephones on all excursions to enable students to make contact in cases of emergency.
Regular liaison with local Youth Services, Tourism and other agencies will take place in an effort to encourage shared activities and events to promote cultural diversity.
5. If students are placed with host families, the organiser will have inspected and approved the accommodation, and ensured that the host family is fully aware of its legal and moral responsibilities, and its role in helping to ensure students enjoy and benefit from their stay.
The organiser will ensure that:
All host families (whether new or existing families) complete a ‘self-declaration form’ of their suitability to accommodate young people;
The names of all host families accommodating under 18 year olds are forwarded to the local Social Services for their information;
Liaison with other appropriate agencies ie Police, Local Authority is undertaken prior to placing students with host families in areas in which racial incidents are known to have occurred.
In addition to this the organiser will also supply all host families with an information pack containing:
- ‘Information to Host Families’ leaflet;
- Policy and practice procedures to follow in the event of a medical/dental emergency;
- Policy and practice procedures to follow in the event of other emergencies;
- Telephone numbers and contact names for relevant agencies ie language school (including out of hours emergency number), local police contacts, local bus company, suggested local taxi companies, the Town’s Tourism offices;
- Incident report forms to be completed and returned to host school.
- 6. The organiser will endeavour to promote good relation between students and local residents,
- seeking to avoid noise and disturbance arising from student activities, particularly in the
- Evenings.
7. The organiser will ensure students are issued with a course membership card giving the name and address of the local organiser as well as the student’s name. It will also include student’s date of birth, verified by a senior member of staff, to assist the licensing authorities. Improper age certification will lead to the school being removed from the Liaison Panel. Additionally a 24-hour emergency telephone number will be lodged with the police and local tourism offices.
8. Students failure to arrive, or early departure must be reported immediately to the Home Office and a copy sent to the local foreign nationals department of the Police.
9. The organiser will provide representation each meeting of the liaison panel to facilitate the informal dissemination of information and the sharing of ‘best practice’.
